• are males born on or before November 16, 1986
• were inspected and admitted to the United States on or before September 10, 2002, AND
• who will remain in the country until at least December 16, 2002 

These individuals MUST report to an INS office in a timely manner and be prepared to answer questions under oath from an Immigration Officer, and to present: 

• travel documents, including passport and Form I-94 and any other forms of government-issued identification
• proof of residence, such as, but not limited to, title to land, lease or rental agreement, proof of matriculation in school, and/or proof of employment;
• other information and/or documentation as required by the Immigration Officer

These individuals will be photographed and fingerprinted and will be required to comply with annual reporting requirements where they must report again to the INS office within 10 days of the anniversary of the date on which they were initially registered. In addition, changes of address must be reported within 10 days using Form AR11.  See our web site under address change for details. This Notice supplements earlier regulations and notices effective on October 1, 2002 which required special registration for nationals or citizens of the five targeted countries (as well as others) arriving and departing from the U.S. after October 1, 2002.  Please refer to our website memo in our travel section, "Special Registration" for the pre-existing special registration requirements.  

Exempted Individuals 

This Notice does NOT apply to individuals from the targeted countries who are Lawful Permanent Residents, or who were admitted A or G non-immigrants or who have applied for asylum before November 6, 2002 or who have been granted asylum or refugees status 

Penalty for Non Compliance 

Failure to comply timely with this new registration requirement will constitute failure to maintain nonimmigrant status and will make the individual removable from the United States unless s/he "establishes to the satisfaction of the Attorney General (INS) that such failure was reasonably excusable or was not willful."  Finally, if the nonimmigrant fails without good cause to report to an inspecting immigration officer when departing the United States, the individual shall thereafter be presumed to be inadmissible.
