In a
recent memorandum, the U.S. Citizenship and Immigration
Services advised that the $1000 education and training
fee will no longer be required after September 30, 2003
unless there is new H-1B legislation which becomes
effective by that date. The elimination of the $1000
fee corresponds with the reduction of the H-1B cap from
195,000 to 65,000 for the fiscal year commencing on
October 1, 2003.
