Senator Brownback (R-KS)
is going to offer a floor amendment to the Foreign
Operations bill (S. 2812) TODAY. Please contact your
Senators immediately and urge them to support the
Brownback amendment that will eliminate the
numerical caps preventing asylees from becoming
permanent residents and assimilating into the United
States. The amendment would eliminate the following
caps, neither of which serve a legitimate public
purpose: 1) the annual cap on the number of asylees
(10,000) authorized to adjust their status to permanent
resident, resulting in 20-year backlogs; and 2) the
annual cap on the number of individuals (1,000) eligible
for asylum on the basis of Coercive Population Control,
resulting in 27-year backlogs.

The AFL-CIO, Department of
Professional Employees, and IEEE (The Institute of
Electrical and Electronics Engineers, Inc.) have
announced their opposition to enhanced access to H-1B
visas. Click on the following link to view these
letters:

Their opposition was
generated by the news that Members of Congress are
meeting to agree on a compromise that would include
exempting from the cap foreign graduates from U.S.
universities' Masters and PhD programs. Congress needs
to hear from you and your clients because our opponents
are flooding Congressional offices with letters and
phone calls.
Unless Congress acts, AILA
members and their clients will experience an H-1B visa
blackout for almost all of fiscal year 2005. AILA is
pushing for Congressional relief before the 108th
Congress adjourns. To send a letter, go to:

You can also contact your
Members of Congress by phone through the Congressional
switchboard (202-224-3121).
Without broader relief
from the H-2B 66,000 numerical cap, the FY2005 limit
probably will be reached by or before January 2005.
Hitting the cap so early in the fiscal year will
negatively impact all H-2B employers. To send a letter
urging your Senators and Representative to support
increased access to H-2B seasonal workers, go to:
