USCIS has implemented a number of changes that affect FY2021 H-1B cap process. In December 2019, USCIS announced that it is implementing a H-1B cap registration process https://www.uscis.gov/news/news-releases/uscis-announces-implementation-h-1b-electronic-registration-process-fiscal-year-2021-cap-season, and in November 2019 USCIS announced a $10 fee per each registration. The initial registration period will run from March 1, 2020 to March 20, 2020, after which USCIS will run its random selection process on registrations. Only selected registrations will be eligible to submit cap subject H-1B petitions, and the submission period will be at least 90 days.
