Effective September 1, 2004, Department of State (DOS) and the Citizenship and Immigration Services (USCIS) requirements for photographs are identical. DOS photo requirements apply to applications filed for nonimmigrant visa applications, as well as consular immigrant visa processing. USCIS photo requirements apply for applications filed with USCIS, such as adjustment to permanent resident status, work authorization, or advance parole.
